Implementation of the State Health Development Program of the RK “Densaulyk”
for 2016-2019
Goal indicators achieved in 2018:
- life expectancy increased by 1.9 years and amounted to 72.6 years in 2017 (2013-70.62; RK-72.95);
- the overall mortality rate decreased by 1.8% and amounted to 5.44
per 1000 population6 the target indicator has been reached 5.547  in 2017.The target indicator of 2018 is 5.647;
- mortality from diseases of the circulatory system decreased by 10.4%, amounted to 110.6 (2017-123.5). The target indicator is 118.23.
- the mortality rate from injuries, poisoning and accidents decreased by 4.6% and amounted to 34.1 (2017 - 34.0). The target indicator is 35.0;
- mortality from malignant neoplasms decreased by 0.9% and amounted to 61.1 per 100 thousand of the population. The target indicator is 6.65.
- the proportion of living 5 years or more (mammary gland is 48.9, target indicator is 47.7); colorectal cancer is 47, target indicator is 47, cervical cancer is 52.7, target indicator is 52.6). Target indicators achieved.
- the incidence rate of tuberculosis decreased by 9.2% and amounted to 53.7 (2017-59.2, target indicator -54.7)
- mortality from tuberculosis decreased by 12.5% and amounted to 2.8 (2017-3.2; target indicator-2.8).
Childhood and obstetric care
Over the past 5 years the maternal mortality rate remains unstable (in 2013-10.6; in 2014-5.0; in 2015-46.8; in 2016-5.4; in 2017-0); in 2018, 2 cases of maternal mortality were registered, the indicator for 100 thousand live births amounted to 10.7 with a target indicator of 5.0.
This year the region plans to continue regionalizing the provision of perinatal care, improving the quality of medical care for pregnant women, in order to increase the timeliness and accessibility of medical care, to transfer the Zhanakorgan, Aral Central Hospital and to III level and I level branch of the regional medical center in Baikonur city.
The infant mortality rate increased by 2.2% and amounted to 8.9 ‰ (in 2017 - 8.8 ‰), the target indicator is 8.5 ‰, in the Republic context, is in 6th place.
In order to improve the qualifications of specialists in neonatal surgery, 2 specialists (surgeon, neonatologist) were trained in Korea, as a result, surgical activity increased by 9.7% (in 2018-72.4%, in 2017-66%), infant mortality compared to last year decreased by 4 times and amounted to 8.6% (in 2017-38%). At the same time, the number of volume surgeries in the regional children's hospital increased by 512 cases or by 96% (in 2017-36, in 2018-548).
The amount of funding for the introduction of advanced technologies, prevention, diagnosis and treatment of patients, to strengthen the material and technical base of the healthcare sector is increasing. Over the past 6 years, funding for the health sector in Kyzylorda region has grown by 39.8%.
In order to improve quality, a network of standards for healthcare facilities has been brought into compliance. Over the past 2 years, 25 medical facilities have been commissioned.
Over the past 5 years, 63% of primary health care facilities (hereinafter referred to as PHC) have been updated. In the current year, the Aral and Kazal central district hospitals were commissioned, and the construction of the Shieli Central Hospital is underway.
In order to improve the material and technical base of medical organizations, medical equipment worth KZT 5 047.4 million was purchased over 5 years. The result of this work was a 34.9% increase in the material and technical equipment of regional organizations with medical equipment, which amounted to 79.26% in 2018 (44.29% in 2013).
Since January 1 2018, a clinic was opened in the branch of the regional medical center in Baikonur city and more than 25 thousand citizens of Kazakhstan, who were previously served in Russian medical organizations, are attached. In order to increase the availability of specialized assistance to the population of Toretam and Akai village, from January 1 2019 they will be transferred to the OMC branch in Baikonur city (Akai rural hospital, Akai medical outpatient clinic, Toretam rural clinic)
In 2019 it is planned to increase the bed fund of the Branch by 30 beds, to open a surgical department with a reanimation unit.
According to the order of the Ministry of Health of the RK dated July 3, 2017 "On the approval of the rules for the provision of emergency medical care in the Republic of Kazakhstan", emergency medical departments were opened in 14 organizations of primary health care. With the opening of new 28 brigades, the number of ambulance crews increased from 57 to 75 compared to the previous year. The average daily load of 1 brigade was reduced by 2 times (from 22.3 to 12.8). As a result, the travel time was shortened from 11.5 to 9.8 minutes from the moment the call was received at the ambulance station, the rate of successful resuscitation improved to 44%.
At the same time, in order to increase the availability of highly specialized medical care within the framework of the guaranteed volume of medical care for residents of Kyzylorda region who are referred for consultation and treatment (in the Republican Diagnostic Center), the issue of fare has been resolved outside the region, and KZT 41.6 million have been allocated from the local budget.
Medication supply
As part of the guaranteed volume of free medical care for providing medicines on an outpatient basis, financing compared to the previous year doubled and amounted to 6 billion 431 million tenge (2017 – KZT 3,450.6 million (RB), KZT 464.5 million (MB). As a result, the provision of free medicines on an outpatient basis reached 100%, however, the necessary funds were allocated from the local budget for medicines in 8 nosologies not included in the list and rarely encountered nosologies.
HR question. Since January 2018, the staff deficit is 205 doctors, as of January 1 2019, this figure is 121 doctors. Since 2016, grants have been allocated by the region akim for targeted training in the residency of sought-after specialists for the region. At the moment, 42 residents are studying in 5 universities of the country, graduates of medical colleges and schools have been selected to train 30 doctors, which made it possible to staff the healthcare sector. To date, the staffing of PHC doctors has reached 95%, the ratio of average medical workers to a doctor has been brought up to 1: 3.
As part of the execution of instructions of the Head of State, the digitalization program for today in 32 medical organizations in the region has brought the implementation of information medical systems to 100%. The equipment with computer equipment amounted to 100% (81.3% in the RK).
To provide computer equipment from the local budget, KZT 175.1 million were allocated and 843 computers were purchased.
Providing Internet access in the region is 85.2%, including up to 100% at the city and district levels.
In general, work to achieve the target indicators of the Densaulyk program and to improve the quality of medical care will be carried out.
