Report on the work done by the Management of Land Relations
of Kyzylorda region for I half of 2019
The land fund of the Kyzylorda region is 24 million hectares, of which 2.2 million hectares of land in the Karaganda region are rented for long-term use.
Division by categories of land fund of the region
- agricultural land - 2692.4 thousand hectares;
- lands of settlements - 729 thousand ha;
- lands of industry, transport, communications, for the needs of space activities, defense, national security and other non-agricultural purposes - 221.1 thousand hectares;
- lands of specially protected natural territories, lands of recreational, recreational and historical-cultural purposes - 161.2 thousand hectares;
- lands of the forest fund - 6506.7 thousand ha;
- lands of the water fund - 2247.5 thousand hectares;
- land reserves - 11483.5 thousand hectares.
Agricultural lands amount to 2692.4 thousand ha, of which 166.7 thousand ha are arable land, 0.6 thousand ha are perennial plantings, 40.2 thousand ha are fallow lands, 37.1 thousand ha are grasslands , 1915.9 thousand hectares - pasture land, 7.1 thousand hectares - melons and gourds, 524.8 thousand hectares - other lands.
To date, 5301 land users are registered in the region, of which 4879 are peasant farms and 422 are legal entities.
On granting rights to land plots
For the I half of 2019, 64 applications were received for registration of rights to land plots (mainly for the purposes of subsoil use), according to which appropriate measures were taken in accordance with the land legislation of the Republic of Kazakhstan.
Based on the approved land management projects, 16 decisions of the regional akimat were adopted, thereby providing land plots with a total area of 7616.9 hectares to the interested parties. Along with this, within the framework of the management competence, 44 land lease agreements were concluded.
Measures to involve land in agricultural circulation
In 2012-2018, through land tenders (auctions, tenders) and the provision of stocks of land within the framework of state programs, 2192 land plots with a total area of 543.5 thousand hectares were involved in agricultural turnover.
Including in:
2012 - 233 plots with a total area of 41.6 thousand hectares (of which 38.6 thousand hectares were auctioned),
2013 - 262 plots with a total area of 37.6 thousand hectares (of which 36.9 thousand hectares were auctioned),
2014 - 327 plots with a total area of 120.5 thousand ha (of which 63.5 thousand ha at the auction),
2015 - 308 plots with a total area of 93.8 thousand hectares,
2016 - 364 plots with a total area of 79.7 thousand hectares,
2017 - 283 plots with a total area of 83 thousand ha.
In 2018, 415 plots with an area of 87.3 thousand hectares.
In 2019, it is planned to draw 57.1 thousand hectares of land into circulation.
On the sequence of applications for land for individual housing construction in the region
Since 2005, the total number of registered applications for a site for individual housing construction in the region has been 96,980 (Aral district - 5160, Kazalinsky district - 7736, Karmakshy district - 5897, Zhalagash district - 2158, Syrdarya district - 940, Shieli district - 7117, Zhanakorgan district - 5690 and Kyzylorda city- 62282).
Land audit
In accordance with the order of the Head of State dated September 9, 2016 and the “Action Plan for the Implementation of Tasks in the Field of Regulation of Land Relations for 2017-2021”, approved by the Deputy Prime Minister - Minister of Agriculture of the Republic of Kazakhstan, an analysis of the available land fund is carried out (documentary audit lands).
According to the approved schedule (of the Committee on Land Management of the Ministry of Agriculture of the Republic of Kazakhstan dated 03.15.2017 No. 10), land audits will be carried out for 3 years, from 2017 to 2019 inclusive:
- in 2017 - conducted by category of agricultural land and settlements (3115.0 thousand ha.);
- in 2018 - conducted by category of industrial, defense, other lands and specially protected natural territories (334.1 thousand ha);
- in 2019 - carried out by category of forest fund, water fund and reserve lands (20591.9 hectares).
In all areas, discrepancies in accounting were revealed, both in the number of subjects and in the area of land. Identified deficiencies are eliminated, credentials are given in accordance with the actual condition.
To establish the boundaries of settlements
On May 25, 2017, the “Roadmap for the work on establishing the boundaries of the settlements of Kyzylorda region for 2017-2019” was approved.
According to the Roadmap, it is planned to establish the borders of 146 settlements. For the implementation of the roadmap it is necessary – KZT 160.0 million. The implementation of the Roadmap is under the control of the Ministry of Agriculture and the deadline is December 31, 2019.

On land plots leased by the Russian Federation
On November 9, 2017 in the city of Chelyabinsk of the Russian Federation, within the framework of the XIV Forum of interregional cooperation between Kazakhstan and Russia, under the chairmanship of the presidents of the two countries, the Protocol “On Amendments and Additions to the Lease Agreement of the Baikonur Complex” (land plot with a total area of 11.6 thousand hectares) was signed )
In accordance with the legislation of the Republic of Kazakhstan, the central authorized bodies take appropriate measures to amend the contract for land plots with a total area of 11.6 thousand hectares.
In addition, 2.9 thousand hectares for additional land plots subject to return, relevant measures are being taken.
In April of this year, an act agreed upon with the Russian side on the return of expert land was sent to the Ministry of Agriculture of the Republic of Kazakhstan for submission to the next 6th meeting of the Government Commission.
