Heads of regional managements and territorial departments have taken part in its work.

One of the most important steps in the implementation of the plan was the entry into force in January of this year of a new Law "On Civil Service of the Republic of Kazakhstan", which radically changed the reform of the civil service. Its new model determines not only the effectiveness of personnel policy, but also the effectiveness of the whole system of government.
The innovations in the civil service, the activities of the department for the analysis of corruption risks, the responsibility of the first leaders for violations of existing laws and the activities of the Ethics Council have been described by the head of the department of the Ministry of Civil Service Affairs of RK in Kyzylorda region, chairman of the Ethics Council Zhazira Zhylkishieva.
