NEW ALGORITHM OF THE CIVIL SERVICE

The issues of civil service reform, adoption of anti-corruption measures and the new Code of Ethics have been discussed in Kyzylorda at a seminar-conference chaired by the deputy akim of the region Kuanyshbek Iskakov.
Heads of regional managements and territorial departments have taken part in its work.
As K. Iskakov has noted, the nation's plan "100 concrete steps to implement the five institutional reforms" predetermined the further evolution of our state, aimed at Kazakhstan's entry into the list of thirty most developed countries in the world. 2016 was marked by the fact that the practical stage of implementing this strategic program began. One of the most important steps in the implementation of the plan was the entry into force in January of this year of a new Law "On Civil Service of the Republic of Kazakhstan", which radically changed the reform of the civil service. Its new model determines not only the effectiveness of personnel policy, but also the effectiveness of the whole system of government.
The innovations in the civil service, the activities of the department for the analysis of corruption risks, the responsibility of the first leaders for violations of existing laws and the activities of the Ethics Council have been described by the head of the department of the Ministry of Civil Service Affairs of RK in Kyzylorda region, chairman of the Ethics Council Zhazira Zhylkishieva.

The main news of the "Bolashak" scholarship this year is the introduction of a new category "Obtaining a master's degree by engineering and technical specialists". Candidates in this category are specialists in the production sector with at least 2 years of experience. The share of Kyzylorda among those educated abroad in the framework of the Bolashak program is very low. Since the beginning of the program, only 69 residents of the region have been awarded scholarships. At present, 20 Kyzylorda students are studying abroad.

- 70-80 percent of all fellows are residents of Almaty and Astana. The activity of residents from other regions is very low. Therefore, we urge to actively participate in the competitions this year, "said Gani Saktaganovich.

Most importantly, persons who have the opportunity to study abroad should, after completing their studies, work in the country for at least 5 years. Formation of the image of a civil servant
The civil service is the activity of civil servants in state bodies on the exercise of their official powers aimed at realizing the tasks and functions of state power.

Image (from the English word image) is a purposefully formed image (persons, organizations, phenomena), designed to have a certain emotional and psychological impact on a certain group of persons.
The formation of a positive image of a civil servant is a complex and lengthy process.
The very process of forming a positive image of a civil servant is closely interrelated with the image policy of the executive branch. The basic provisions for a positive image of a civil servant are defined in the Code of Honor of Civil Servants of the Republic of Kazakhstan.
Thus, the performance of the civil service is an expression of special trust on the part of society and the state and makes high demands on morality and moral and ethical appearance of civil servants.
According to the Law of the Republic of Kazakhstan "On Civil Service", a civil servant is a citizen of the Republic of Kazakhstan who, in accordance with the procedure established by law, is paid from the republican or local budgets or from the National Bank of the Republic of Kazakhstan to a post in a state body and performing official duties in order to achieve tasks and functions state.
The civil servant must possess such qualities as high moral responsibility, professional knowledge, the ability to apply them in practice, honesty, conscientiousness, an active life position, a sense of patriotism, and the moral character of a civil servant.

In any position, in any situation, the civil servant must work without losing the confidence of the people, the citizens of his country.
Kazakhstani civil servant should be an example of honesty, modesty, be able to behave in a society, be able not only to lead a team, but also be able to obey, along with the ability to demand performance from subordinates, must have the ability to perform.
