On 15 January, 1938 Kzyl-Orda region was formed, where in the same year on the rights of the executive committee of the Regional Council of Working People's Deputies, the organizational committee of the Presidium of the Supreme Council of the Kazakh SSR in Kzyl-Orda region began its activities.
At the meeting of the first session of the regional Council of Working People's Deputies of 9 January, 1940, the resolution "on the formation of the executive committee of the Kzyl-Orda Regional Workers' Council" was introduced.
At the meeting of the first session of the Regional Council of 9 January, 1940, there was made decisions "on the formation of departments of the executive committee and the approval of the supervisors."

The councils were elected for a definite period of time during which they exercise their powers in the same permanent composition of deputies.
The Regional Council of Working People's Deputies is elected by the working people of the region for a period of two years on the basis of universal equal and direct suffrage by secret ballot.
The Regional Council of Working People's Deputies is the absolute authority on its territory. He solves numerous questions of economic and socio-cultural construction. The Regional Council establishes a local budget, approves plans for the development of culture, ensures their implementation, directs local industry, agriculture, solves issues of trade, public education, health, social security.
One of the important tasks of the regional council is to improve consumer services.
The Councils conduct their work in the sessional order of periodically convened meetings of deputies, on which the most important issues of state life are decided.
To manage certain branches of the economy and culture, the local Council from the region to the district form departments and managements of executive committees, departments and managements are structural parts of executive committees and perform the role of local bodies of sectoral management. In this regard, departments and managements are simultaneously local organs of the relevant ministry (until 1946 of the People's Commissariats) of the Union republics.
The Regional Council elects an executive committee consisting of the chairman, deputies, secretary and members.
The Executive Committee is the executive and administrative body of the regional Council of Working People's Deputies and, on the basis of the relevant decisions of the regional Council of Working People's Deputies, provides general guidance for the cultural, political and economic construction of the district.
On matters of activity, the executive committee reports to the Council at its sessions. All issues related to the conduct of the executive committee for which a decision has to be made, is resolved only at its meetings. Representatives of the permanent commission, deputies of the regional council, heads of departments of the regional council, representatives of institutions, enterprises and organizations take part in the meetings of the executive committee.
At the second session of the Regional Council of Working People's Deputies dated on 17 July 1940, it was decided to form departments and managements.

At the 11th session of the Kzyl-Orda Executive Committee of the Regional Council of Working People's Deputies dated on 18 April 1947, it was decided to unite the land department and the livestock department into one department - the Regional Management of Agriculture.
On 10 May, 1954, by the decision No.192 there was formed the Committee on Physical Training and Sports under the Regional Executive Committee.
In 1959, the Committee was reorganized into the regional Council of the Union of Sports Societies and Organizations.
In 1968, the Committee was re-transformed into the Committee on Physical Training and Sports under the Regional Executive Committee.
The center of Kzyl-Orda region is Kzyl-Orda city from 1938 to the present.
In 1938, the Executive Committee directed the following district Soviets: Yana-Kurgan, Shieli, Syrdarya, Terenozek, Karmakshy, Kazaly, Aral and Kzyl-Orda City Executive Committee.
By decisions of the organizing committee of the Supreme Council of the Kazakh SSR on Kzyl-Orda region No. 56 of 21 October, 1939, Zhalagash district was organized, respectively, in the same year the Committee of the District Council of Working People's Deputies began its work.
In 1962 there was a strengthening of the districts of the region. In accordance with the telegraphic instruction of the territorial committee of the Communist Party of Kazakhstan of 15 December, 1962, the following districts of the region were strengthened: Zhanakorgan district was annexed to Shieli district, Terenozek to Syrdarya district, Zhalagash to Karmakshy district.
The center of Shieli district was located in Shieli district, Syrdarya in Terenozek village, Karmakshy in Karmakshy village.
In 1966, Leninsk village of Karmakshy district was renamed the city. By the decision of the Kzyl-Orda Regional Council of Working People's Deputies of 13 September, 1966, an executive committee of the City Council of Working People's Deputies was formed in Leninsk.
In order to specialize in agriculture, the approach of the district to collective farms, state farms and other farms, as well as to improve the cultural and consumer services of the population, in the end of 1964, the unbundling of the districts of the region began.
On 23 October, 1964, by decision No. 322 of the regional executive committee, Aral and Zhalagash districts were formed.
1. Aral district with the center in Aral as part of Aralsulfat, Saksaul settlement and Bugan, Kamyshlybash, Kasnakulan, Karateren, Kulandinsky, Mergensai, Raim, Sarbasat, Amanutkel, Uyalin aul Soviets and Oktyabrsky and Saigandin village Councils of Kazaly district.
2. Zhalagash district with the center in Zhalagash village, in Aksu, Pervomay, Kalinin, Karl-Marks, Karaketken, Amangeldi village Soviets and Alamesek, Kokzhidi, Dalakul village Councils of Syrdarya district.
Due to the reinforcement of Shieli district, two independent district were formed: Shieli and Zhanakorgan.
Zhanakorgan district included the following village Councils: Besaryk, Kelintobe, Akoik, Zhailma, Tomen- Aryk. On 22 November 1966, at a joint meeting of the Bureau of the Regional Committee of the CCP and the Executive Committee of the Regional Council of Working People's Deputies for No. 21/343 it was decided to form a new Terenozek district due to reinforcement of Syrdarya and partly Zhalagash and Shieli districts. The center of Terenozek district was located in Terenozek village, and the center of Syrdarya in Tasboget village.
Syrdarya district included the following village Soviets: Pervomay, Sulutobe, Zhetikol, Kirov, Oktyabr, Internatsional, Kyzylzharma and Tartogai village Council of Shieli district. Tasboget soviet.
The structure of the Terenozoe district included the following aul. Besozeksy, Dalakol, Incardarya, Kundyzdin, Terenozek, Chagansky, Chirkeli and Terenozek district councils.
In recent years, the regional executive committee has conducted a number of organizational and mass works, implementing the decisions of the party and the government to enhance the role of the Councils. The Councils of Working People's Deputies in their day-to-day activities ensure strict observance of the principles of Council democracy. All local Councils of the region convened sessions on a constitutional basis. The ideological and political level of the sessions held increased, and the most active issues in the life of the region are discussed.
