II. Land acquisition
According to the results of 2015, in accordance with the requirements of the Land Code of the Republic of Kazakhstan, the judicial authorities on the forced seizure of land plots with a total area of 3973.3 hectares not used for their intended purpose or used in violation of the legislation of the Republic of Kazakhstan provided to 10 business entities, the results of which satisfied the claims statements on 5 subjects on an area of 233.3 hectares and returned to the state, and claims against 5 entities on an area of 3740.0 hectares by the judicial authorities were unsatisfied eniya.
According to the results of 2016, the Office for revealed facts of non-use or use of land plots in violation of the legislation of the Republic of Kazakhstan, 42 lawsuits were submitted to the judicial authorities for the forced seizure of land, of which 31 were submitted for business purposes (area 6.8241 ha) and 11 - agricultural land (area 2994.74 ha).
Thus, in 2016, by judicial decisions, 6 land plots with a total area of 286.18 hectares were forcibly taken into state ownership (2 land plots of 61.3 ha from agricultural land and 4 land plots of 0.5796 ha provided for entrepreneurial activity).
And also, 18 lawsuits by decisions of the judiciary were dismissed (of which 4 land plots with an area of 240.9 hectares from agricultural land and 14 land plots with an area of 4.0087 hectares granted for business purposes), and 18 claims are considered in judicial authorities (of which 5 land plots with an area of 2692.54 hectares from agricultural land and 13 land plots with an area of 2.2358 hectares intended for business purposes).
Production and consumption waste
In the region there are 4 cities, 12 villages, 142 rural settlements, in which more than 765.2 thousand people live.
The practice of managing household waste in the Kyzylorda region is imperfect due to the lack of a unified system for organizing waste management and the body responsible for coordination in the city of Kyzylorda and the region as a whole.

Currently, there are 146 burials for cattle in the region, of which 76 standard structures comply with sanitary and veterinary requirements.
In addition, the region has 8 mobile, 32 stationary incinerators for burning animals and biological waste, a temporary storage area for low-level radioactive waste-2, ash dump-1, and SRO-1 burial ground. Of the MSW drives, 5 are legalized, 140 are not legalized, and 11 are typical landfills.
In 2016, 255.0 thousand tons of waste was generated, of which 110.0 thousand tons (43.13%) of industrial waste, 145.0 thousand tons of solid waste (56.86%).
The volume of municipal solid waste generated in the region in 2016 (145.0 thousand tons), compared with the same period in 2015 (141.024 thousand tons) increased by 3.9 thousand tons (2.7%). The increase in solid waste is associated with the intensive development of industry, population and infrastructure of settlements with the construction of residential areas.
Only 65.0 thousand tons of waste was disposed, including industrial waste - 60.0 thousand tons (92.3%); municipal solid waste 5.0 thousand tons (7.7%)
About industrial waste
During the reporting period, due to an increase in the volume of drilling operations, both exploratory and production wells, by oil and uranium mining companies, as well as the development of new production facilities, the amount of generated waste increased by 12.6 thousand tons compared to the same period last year ( 12.9%).
Of the generated waste, oil companies account for 28.76%, uranium mining companies - 14.87%, agricultural enterprises - 11.09%, heat and power companies - 14.2%, construction industry - 18.5%, and waste from other industries - 12, 58%
According to the morphological composition of the waste generated in 2016, industrial waste includes: drilling waste - 33.06 thousand tons (30.05%), oil sludge - 11.7 thousand tons (10.63%), oil-contaminated soils - 2,867 thousand tons (2.60%), agricultural waste - 12.20 thousand tons of rice husk (11.09%), ash and slag waste from the heat and power sector - 15.7 thousand tons (14.27%), light radioactive waste - 0.3694 thousand tons ((0.33%), construction waste - 20.4 thousand tons (18.54%) and other waste - 13.7036 thousand tons (12.49%).
Of the 110.0 thousand tons of industrial waste generated, 60.0 thousand tons were disposed of, the remaining 45.5% (50.0 thousand tons) of industrial waste was disposed of at the temporary storage sites for industrial waste from processing enterprises.
On the introduction of resource-saving and environmentally friendly technologies
In Kyzylorda, the first used tire recycling plant in Kazakhstan was launched in 2014 by Smart Rubber LLP. Which, after processing used tires, receives crumb rubber for the use of artificial coatings for children’s playgrounds and football fields.
The plant can annually produce 270 tons of crumb rubber, which equals 7500-17500 sq m of sports flooring for playgrounds or 4 football fields; 440 tons of active rubber crumb or 2.8 km of the road; 3.9 million meters of underground irrigation pipes, that is, irrigation of 180-200 ha of farmland is one of the most advanced irrigation methods.
This production is especially important for the region, as it contributes to the diversification of the local economy, and at the same time it is designed to improve the environmental situation due to the efficient disposal of tires and the introduction of innovative moisture-saving technology of subsoil irrigation.
In this regard, in 2016 Smart Rubber LLP recycled car tires amounted to 1.174 thousand tons.
Eco-N Service LLP
Eco-N Service LLP is one of those who received a state grant to open their own business as part of the Business Roadmap -2020 program
Designed for the implementation of the technological process of grinding mercury-containing lamps and burners of all types (except direct) and the neutralization of mercury in sulfide form.
Environmental protection is achieved by the fact that all technological operations of grinding the lamps, the battle of the burners are carried out under a vacuum of at least 10 kPa
Accumulation and storage of waste requiring further decontamination is carried out in technological collections in accordance with SanPiN 220.127.116.112-03. Mercury-containing lamps are delivered and stored in special containers.
At all stages of waste management, technological processes and the environment are monitored using atomic absorption gas analyzers RA-915M, AGP-01 or similar devices.
As necessary, demercurization of workrooms and technological equipment is carried out in accordance with the requirements of SanPiN 4687-88.
Eco-N Service LLP uses the Ecotrom-2U installation to separate components, render harmless, and dispose of mercury-containing lamps and waste. According to the decree of the city akim No. 1088 of November 4, 2013, the allocated land for industrial purposes is located near the former Central Concert Hall in the city of Kyzylorda for a period of 10 years.
The capacity of the Ecotrom -2U installation allows you to neutralize and dispose of 1,500 tons of hazardous waste per year.
During the reporting period, the company EKO-N Service LLP entered into an agreement with 28 enterprises and utilized 7.5 tons of energy-saving lamps.
In addition, in the region, together with UNDP, a pilot project is being carried out to collect used mercury-containing energy-saving lamps. Within the framework of this project, 24 containers were purchased for the collection of used mercury-containing energy-saving lamps, and work is underway on their installation.
ІV. Information on state environmental impact assessment
In accordance with Article 51 of the Environmental Code of the Republic of Kazakhstan (hereinafter referred to as the Code), the Department of Natural Resources and Environmental Management of the Kyzylorda Region issues a state environmental review report for facilities of categories II, III and IV.
Since the beginning of 2013, 1335 conclusions of the state environmental review were issued on the documentation received from enterprises, associations, organizations, small business partnerships and individual entrepreneurs who are business entities.
Since the beginning of 2014, 1,137 conclusions of the state environmental review were issued on the documentation received from enterprises, associations, organizations, small business partnerships and individual entrepreneurs who are business entities.
Since the beginning of 2015, 974 conclusions of the state environmental review were issued on the documentation received from enterprises, associations, organizations, small business partnerships and individual entrepreneurs who are business entities.

V. Information on permits issued for emissions into the environment 2013-2016
In accordance with Article 71 of the Environmental Code of the Republic of Kazakhstan (hereinafter referred to as the Code), the Department of Natural Resources and Environmental Management of the Kyzylorda Region issues permits for emissions into the environment for facilities of categories II, III and IV.
Since the beginning of 2013, 621 permits for emissions into the environment were issued at the request of nature users.
Including objects of the II category - 28, units ІІІ categories - 48 units. ІV categories - 545 units. Information on pollution, of which: emissions 22.8 t / year.
Since the beginning of 2014, 300 environmental permits have been issued at the request of nature users.
Including objects of category II - 10, units ІІІ categories - 35 units. ІV categories - 255 units. Information on pollution, of which: emissions of 19.02 t / year; discharges 244.7 t / year.
Since the beginning of 2015, at the request of nature users, 392 permits for emissions into the environment have been issued.
Including, through PSC-93, paper - 35, electronic portal - 264.
Since the beginning of 2016, 435 permits for emissions into the environment have been issued at the request of nature users.

Vi. Gas supply of the Kyzylorda region in 2013-2016
Gas supply to the regional centers and settlements of the Kyzylorda region is carried out through specially provided branches of the Beineu-Bozoy-Shymkent gas pipeline.
The following work was done to implement gas supply projects for settlements in the Kyzylorda Oblast.
In the framework of the state program "Development of regions until 2020", 2014-2015, gas supply projects were implemented in the village of Tasbuget and the aul district of Kyzylzharma. 2.1 billion tenge was allocated from the republican and regional budgets. 59.1 km of a gas pipeline were laid in the Kyzylzharma aul district, and 61.4 km of a gas pipeline in the village of Tasboget. In December 2015, the facilities were commissioned.
At the same time, in the framework of the memorandum concluded between the akimat of the Kyzylorda region and KazTransGas Aimak JSC, in 2015 4 district centers (Aralsk, Aiteke bi, Shieli, Zhanakorgan) and the city of Baikonir were gasified. As a result, 1295.2 km of the gas pipeline were laid, and also 25 thousand houses (about 200 thousand people) got the opportunity to use natural gas.
In the framework of the Unified Business Support and Development Program of the Business Roadmap 2020 in 2016, 1.5 billion tenge were allocated from the republican budget for the implementation of the project “Construction of a gas pipeline branch from AGDS-2 to a glass factory in Kyzylorda” from the regional budget 170.5 million tenge. As part of the project, 14.7 km of a gas pipeline were built. In December 2016, the facility was commissioned.
In 2016, funds in the amount of 271.2 million tenge were allocated from the regional budget for the project “Gas supply to the Tulsuat aul district and three social security facilities in the city of Kyzylorda”. As part of the project, 31.1 km of the gas pipeline were built. In December 2016, the facility was commissioned.
Today, the share of the population with access to natural gas is 63%, and the length of gas pipelines is 2514.4 km, 1059 organizations and 57 thousand subscribers are connected to natural gas.
