To participate in the competition for state social order
NGOs need to submit information to the NGO Database
In accordance with the amendments to the Rules for the implementation of public procurement, which entered into force on January 1, 2018, registration in the Database of NGOs is a prerequisite for participation in the competition for the implementation of social programs and (or) social projects within the framework of the state social order.
According to the Committee on Civil Society Affairs of the MDLGO of the Republic of Kazakhstan, on March 31, 2018, the deadline for submission by NGOs of information about their activities to the NGO Database expires.
In this regard, non-governmental organizations in the form of institutions, public associations, joint-stock companies, foundations, associations of legal entities in the form of an association (union), as well as branches and representative offices (separate subdivisions) of foreign and international NGOs operating in the territory of the Republic of Kazakhstan, It is recommended to fill out the electronic reporting form on the infonpo.kz website in a timely manner, without delaying in recent days.
An alternative way to submit information about your activities to the NGO Database is to fill out a paper reporting form. The paper version of the report with the application of the electronic form on the CD-ROM or flash drive must be sent to the Ministry of Religious Affairs and Civil Society by March 31 of this year.
For untimely submission of information to the NGO Database, liability is provided in accordance with the legislation of the Republic of Kazakhstan.

Non-governmental organizations for participation in competitions for state social contracts, grants and awarding prizes should be in the Database of NGOs
1. What is an NGO Database?
The NGO database is an information database formed in order to ensure the transparency of the activities of non-governmental organizations and to inform the public about them, as well as for use as part of placing a state social order, providing grants and awarding prizes.
2. What government agency is working on the formation of the NGO Database?
The authorized body responsible for the formation of the NGO Database is the Ministry of Religious Affairs and Civil Society of the Republic of Kazakhstan. The work is carried out directly by the Civil Society Committee of the MDLGO.
3. Who should submit information to the NGO Database?
In accordance with paragraph 5 of Article 41 of the Law of the Republic of Kazakhstan "On Non-Profit Organizations", non-profit organizations created in the form of institutions, public associations, joint stock companies, foundations, associations of legal entities in the form of an association (union), as well as in other legal forms not provided for in Article 17 of this Law, branches and representative offices (separate subdivisions) of foreign and international non-profit organizations operating in the Republic of Kazakhstan m, every year until March 31, submit to the authorized body in the field of interaction with non-governmental organizations information about their activities, including about their founders (participants), composition of assets, sources of formation and ways of spending money in the manner approved by the authorized body in the field of interaction with non-governmental organizations.
Currently, the Ministry of Religious Affairs and Civil Society is working to amend this rule in terms of clarifying NPOs, which should provide information to the NGO Database.
4. It has recently become known that new Rules have been developed for the submission of information by non-governmental organizations to the NGO Database. What is the reason for the decision to amend the Rules?
The new rules are developed taking into account the views of representatives of non-governmental organizations in order to simplify the provision of information to the authorized body. The form for reporting information has been simplified - some paragraphs are excluded and specified, separated by tables for ease of filling out (the rules obligating the provision of constituent documents, the balance sheet, paragraphs regarding income and expenses are brought into line with the tax reporting form, which will facilitate the provision of information).
5. How often is it necessary to provide information to the NGO Database?
Information in the NGO Database must be submitted annually by March 31 of the year following the reporting period.
6. In what form is it necessary to submit information to the NGO Database?
Information is provided in the form (https: //infonpo.kz/wp-content/uploads/2018/01/%D0%9F%D1%80%D0%B8%D0%BA%D ...), according to the appendix to the Rules providing information on their activities to NGOs (order of the Minister of Culture and Sports of February 19, 2016 No. 51) in Kazakh and Russian.
7. How to provide information for the NGO Database?
Information submitted:
- Until March 31, 2018 via mail or on purpose on paper and electronic media (CD-ROMs or USB-flash drives in Word format);
- through the Internet portal of the NGO Database (infonpo.kz).
8. Whether the possibility of providing information to the NGO Database through the web portal, i.e. electronic?
Yes, this opportunity has survived. To provide information in electronic form, the web portal of the NGO Database operates - infonpo.kz. For authorization / registration on the web portal, you need to obtain an electronic digital signature on a legal entity (EDS or certificate). An application for an electronic digital signature can be submitted at the nearest branch of the Public Service Center (PSC).
Upon entering the Internet portal of the NGO Database infonpo.kz, NGOs will be able to familiarize themselves with the User Guide, which provides a step-by-step algorithm for working with the portal.
9. To which address should I send the information in paper form?
When providing information on the activities of non-governmental organizations to the authorized body through mail or on purpose, non-governmental organizations send information about their activities with a cover letter to the following address: Astana, Esil Sistrict, 8 Mangilik El Avenue, entrance 15, index 010000, Civil Affairs Committee Society of the Ministry of Religious Affairs and Civil Society of the Republic of Kazakhstan.
10. Are there any recommendations for completing the reporting form?

On the NGO Database
In order to implement the Law of the RK “On State Social Contracts, Grants and Prizes for Non-Governmental Organizations” dated April 12 2005, a Database of NGOs was created in Kazakhstan (amendments were made by the Law of the Republic of Kazakhstan “On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Non-Governmental Activities organizations ”dated December 2 2015).
In accordance with paragraph 5 of Article 41 of the Law of the Republic of Kazakhstan "On Non-Profit Organizations" non-profit organizations created in the form of institutions, public associations, joint stock companies, foundations, associations of legal entities in the form of an association (union), as well as in other legal forms, not provided for in Article 17 of this Law, branches and representative offices (separate subdivisions) of foreign and international non-profit organizations operating in the territory of the Republic of Kazakhstan , annually until March 31, submit to the authorized body in the field of interaction with non-governmental organizations information about their activities, including about their founders (participants), composition of property, sources of formation and ways of spending money in the manner approved by the authorized body in the field of interaction with non-governmental organizations.
The procedure for providing NGOs with information about their activities is regulated by order of the Minister of Culture and Sports No. 51 of February 19, 2016 “On the Approval of the Rules for the provision of information about their activities by non-governmental organizations and the formation of a database of them”.
Information on their activities is submitted by non-governmental organizations to the Ministry of Religious Affairs and Civil Society in the form, according to the annex to the Rules (ISS order of February 19, 2016 No. 51), in Kazakh and Russian annually until March 31 of the year following for the reporting period:
-Till March 1, 2017 via mail or on purpose on paper and electronic media (CD-ROMs or USB-flash drives in Word format);
- from March 1, 2017, NGOs will be able to provide information through the Internet portal of the NGO Database http://infonpo.kz. Authorization on the Internet portal is possible using the EDS key received in the public service center.
Upon entering the Internet portal Database of NGOs http://infonpo.kz, NGOs will be able to familiarize themselves with the User Guide, which provides a step-by-step algorithm for working with the portal.
The reporting period means the calendar year preceding the year of submission of information to the Database.
For non-submission, untimely submission, as well as the submission of false or knowingly false information to the Database, the Code of the RK “On Administrative Offenses” provides for administrative liability (article 489-1: paragraph 1 - warning; paragraph 2 — for repeated violation - a fine of twenty-five monthly calculation indices or suspension of activity for a period of three months).
